Cost Recovery Fiscal Year 2006
The ICN is pleased to announce that constituents will continue to receive baseline bandwidth at the fiscal year 2005 allocation and costs for additional bandwidth will also remain at the current price. Cost Recovery levels for FY2006 were approved by the ICN Policy Committee at the September 23, 2004 meeting.
Due in large part to advanced planning and strategic negotiations with vendors, the ICN has been able to take advantage of discounted pricing for Internet egress and cost-saving upgrades to the network backbone. These cost savings have an increasing importance as the ICN/BCCS (Bureau of Communication and Computer Services) consolidation has resulted in an increase in both the number of constituents and the bandwidth utilized. It is also important to note that the addition of the state agency constituents allows the ICN bandwidth allocation and pricing to remain stable during the initial phases of the consolidation.
Based on feedback from the AET and the regional meetings held last year, the ICN will investigate several other opportunities as the BCCS/ICN consolidation continues. These include seasonal fluctuations in Internet egress utilization, E-rate benefits, local aggregation of network traffic and increases in baseline bandwidth allocation.
